You should make them yourself. It's not hard, you don't have to "draw" them. You can just zoom in on paint and plot every pixel seperately. Everyone can do that! It's the only way you can control the amount of colors used and the amount of different tiles used. You can also get tiles from a website, but you'll take the risk of having too many different tiles in your background.
I am using rpg maker vx's. They are perfect, although they do overuse colors. Even after the color is reduced, they still look pretty decent and professional. I definately recommend to use them. They are also 32x32.

You have no idea what I said, but that's perfectly fine with me. I understand most of the people don't do research on that kind of stuff. Just do it: download it and take the risk, but remember you won't be able to load a lot of backgrounds.
